Vanguard is currently in the Beta Test Phase 3 stage of development. The continents of Qalia and Thestra have been populated. They level cap has been moved to about level 35 and areas at that difficulty are being tested right now.

As they progress through the testing phases, more players will be added. When you sign up for the forums over at www.vanguardsoh.com you will automatically be on the list to receive a beta application when they start the next phase of testing.

Guilds are currently being accepted as groups to join the beta test. This will help ensure that the guild mechanisms they put in place, and the social features are operation correctly.
