Player Vs. Player will be fairly basic, and much like Everquest PvP at launch. You’ll be able to fight other players outside of cities on specific realms. And most likely, there will be a level difference limitation on the basic PvP server. Most servers will be PvE only, so you won’t have engage other players in combat if you don’t want to.

Sigil is also determined to create different types of PvP servers after the game has been released. We can expect to see race or continent wars, perhaps even guild wars. They will also create alternate rule set servers. What those alternate rules might be has not yet been determined.
